Israeli Standard IS 62301 "Household electrical appliances: measurement of standby power"

Test Laboratories:

Standards Institution of Israel or an approved laboratory within the meaning of Section 12 of the Standards Law

Brazil - Inmetro Standard Update for Household Appliances

In accordance to "Portaria INMETRO n⁰ 371/2009", parag. 2.1.1, starting January 1st, 2012 test reports based on Standard ABNT NBR NM 60335-1:2010 or IEC 60335-1:2006 (4th Edition of the Standard), as well as other particular Standards must be considered together with any partcular Part 2 Standards as specified in the Portaria.

Brazil - Shipping of Test Samples

For Brazil homologations such as Anatel or Inmetro, you have three ways to send samples to the Brazilian laboratory and reduce the risk of being delayed or stuck in Brazilian customs

1- By Courier (FeDex, UPS, etc.)

• Equipament must be new
• Value of goods plus the value of freight must be less than USD 3000
• On the Airway Bill (AWB) include the Test Lab "Tax ID"
• Take care of shipping cost instead of passing on this cost to the Brazilian certification body or test laboratory
• Send AWB to the Brazilian test lab or certification body for review prior to shipment of the samples to Brazil

2- If Brazilian import is for equipment with a value exceeding USD 3000, use the Formal Import process. Ensure that all shipping costs , including taxes are taken care of instead of passing on costs to the Brazilian certification body or test laboratory

The following items will be required by the Brazilian test lab or certification body:

• Company name and full address of the Shipper
• Complete description of equipments sent – in Portuguese
• Value in USD for each test sample (including accessories and support equipment)
• Net weight for each test sample (including accessories and supprt equipment)
• Country of origin for each test sample (including accessories and supprt equipment)
• NCM/Harmonized Code

This information must be send directly to the laboratory or certification body you are dealing with

3- Temporary Admission (DSI), with grants equipment entry into Brazil for a period of 3 months, extended for an additional 3 more months. For details, check with your Brazilian laboratory or cerification body.

Europe - ROHS Directive 2011/65/EU

European Directive 2011/65/EU on the restriction of the use of certain hazardous substances in electrical and electronic equipment (recast) was published on July 1 2011 in the Official Journal of the European Union.

The directive enters into force 20 days after publication and all EU Member States must have the directive enacted into their local member state law no later than 18 months after publication.

All Countries - IECEE CB Scheme - Acceptance of Test Reports from Manufacturer's Test Facilities

Under some IECEE CB Scheme programs, manufacturers are allowed to have tests done at their facilities and CB test reports are marked with the following designations:

SMT (Supervised Manufacturer's Testing)
TMP (Testing at Manufacturer’s Premises)
WMT (Witnessed Manufacturer’s Testing)
RMT (Recognised Manufacturer’s Testing)

Manufacturers involved in these programs should note that some countries that do accept CB Scheme reports to grant their national Marks will not accept test reports covered under some of these programs done at manufacturer's test dacilities (example: China will not accept a CB Scheme report marked SMT).

Mexico - New Resolution - Acceptance of US/Canadian Certs at the Border in Lieu of NOM Certs

On August 17, 2010, the Mexican Government published in the official Gazette a new resolution to make easier for the the importation of products into Mexico of electronic products. In essence, the Mexican government sees the NOM Mexican Regulations to be equivalent to the US and Canadian Standards.

With this resolution, the Mexican Importer can now show the Mexican Authorities in customs wither the mandatory NOM safety certificate OR the Certificate issued by the following certification bodies located in the USA or Canada only.

USA: Underwriters Laboratories (UL), Intertek Testing Services, and TUV Rheinland of North America

Canada: Canadian Standards Association CSA, Underwriters Laboratories (UL), and Intertek Testing Services

The equivalence of the safety NOM regulations with the US and Canadian Standards are as follows:

Audio/Video Products:
Mexico: NOM 001 for audio and video products
US: ANSI/UL 60065 seventh edition audio, video and similar electronic 60065 safety requirements 2003 and the UL 6500 standard for audio/video and musical instrument apparatus for household, commercial and similar general use 1999 approved by ANSI, American National Standards Institute

Australia - ACMA Proposals for Ultra Wideband (UWB)

Proposal 1:
The ACMA proposes to introduce arrangements supporting the use of very low power UWB devices operating in the bands 3.6 - 4.8 GHz and 6.0 - 8.5 GHz. These bands provide support for most existing indoor UWB devices and minimise the risk to operating margins of existing radiocommunications services.

Proposal 2:
The ACMA proposes to include a requirement for UWB devices supplied to the Australian market to employ additional mitigation techniques, such as DAA, in the 3.6-4.8 GHz band.

Proposal 3:
The ACMA will align with overseas arrangements and adopt in-band spectral power density limits for UWB devices of -41.3 dBm/MHz EIRP and a peak power limit of 0 dBm/50 MHz EIRP.

Proposal 4:
The ACMA proposes to adopt an out-of-band spectral density limit of -70 dBm/MHz in the segments 2.7-3.6 GHz and 4.8-6.0 GHz similar to other Region 3 countries.

Proposal 5:
The ACMA proposes to adopt the out-of-band spectral density mask set by European arrangements for indoor UWB devices below 2.7 GHz and above 8.5 GHz.

Proposal 6:
The ACMA intends to authorise the operation of UWB devices under a class licence. The class licence will adopt requirements and conditions for equipment to meet appropriate standards as specified under the radiocommunications standards and labelling arrangement.

Proposal 7:
The ACMA will consider the development of regulatory arrangements that support the operation of UWB technology in frequency bands designated for spectrum licensing where the UWB device emission levels are not greater than the out-of-band emission requirements specified in the technical frameworks associated with spectrum licences.

Your manual must have useful information to the user:

Useful Information

Any information with a device to prevent end users from operating the device in such a way that the device would not comply with the requirements in the applicable standard to which the device was tested. This is necessary because it may be possible for a device to be compliant with an applicable standard when used or installed as designed, but then operated or installed in a manner that would make it no longer compliant. In this case documentation should be supplied with a device to detail how to use or install the device and keep it compliant. This is an important issue for devices where compliance is highly dependent upon installation practices.

Example:

A split system air-conditioner featuring a variable speed drive and tested with a cable of 1.2 m from the control unit to the drive, may be non-compliant if installed with a longer installation cable. The purpose of this section is to require the supplier to provide documentation stating that the device will only be compliant if installed with a 1.2 m cable from control unit to the drive. However, if the drive was tested with a sufficiently wide range of cables that it would be very unlikely for the device to be used in a way that would not comply with the standard, documentation under this section would not be necessary.

You will need to check with your emc reports and your emc experts to see if there is something special which needs to be added to ensure continued compliance, not only in Australia and New Zealand, but other countries regulating emc as well.

Acceptance of Components while Recognizing CB Report of End Products

1. Component with CB Test Certificate
— If there is no technical difference between IEC and GB standards, component will be accepted without further evaluation.
— If there is evident technical difference between IEC and GB standards and not covered by the CB report, component will be accepted after additional satisfactory evaluation to address the national differences.
— If the IEC standard on which the CB report is based has no corresponding GB standard, component will be accepted without further evaluation.

2. Component provided with a national certificate
The certificate shall indicate detailed information such as component specifications and applicable standards, and that the component has been tested and found in compliance with relevant IEC standards or harmonized standards. Content of the certificate will be checked and verified.
— If there is no technical difference between the certification standard and corresponding GB standard, component will be accepted without further evaluation.
— If there is evident technical difference between the certification standard and corresponding GB standard, component will be accepted after additional satisfactory evaluation to address the national differences.

3. Component without individual certification
— If there is no existing applicable IEC or GB component standard, and the component is tested to component requirements in end product standard and recorded in the CB test report, it will be accepted without further evaluation.
— If there is existing applicable IEC and GB component standard, but the component is only tested to component requirements in the end product, component test report should be attached to end product report or test data provided in end product test report. When necessary, verification tests according to applicable component standard may be conducted before component can be accepted.

For ITE (NOM-019) Mexico NOM (safety) mandatory certification, product models are considered the same family when they comply with the following conditions:

• Identical brand.
• Same voltage, frequency and power supply components.
• Products may have the same power consumption with 10% tolerance between highest and lowest consumption models provided they continue to comply with the heating, electrical shock, stability and mechanical strength tests.
• Black and white or color monitors that have identical size kinescope, and if the quality and type of insulating materials used in the electrical and/or electronic components does not change.

• Develop mechanical design and requirement specification and work with the sheet metal houses to deliver the high quality design within the projected time and cost objectives.
• Will be the primary contact for internal and external vendors on mechanical, thermal and Mechanical DVT related matters including making thermal improvements to the released products.
• Will be involved in project management covering budget planning, schedule to meet time critical product availability and release objectives to meet company’s goals.
• Generate DVT plans on mechanical including vibration and drop tests, environmental and EMI requirements for enterprise grade appliances.
• Work with power supply, hard disk drive and fan vendors on technical and quality requirements to better optimize the overall mechanical design of the enclosures.
• Will interact with Engineering, Manufacturing, Quality and Materials organizations within Infoblox and at the manufacturing partners’ on all the technical matters including field failures and continuous quality improvement activities.
• Familiar with compliance requirements for Infoblox products and work with Agency compliance labs on Safety and Emission requirements covering multiple countries.

Skills and Experience:

• Must have extensive experience with server based products and have had direct experience in bringing products from concept stage to final volume production release including supporting the products through the sustaining phase of product life cycle.
• Experience with x86 server based appliances covering 1U through 4U products.
• Strong project management skill and team building, and ability to manage multi-cultural and remote teams including virtual teams belonging to suppliers and prior experience in bringing out cost effective designs to volume production.
• Must be able to read and understand component specifications.
• Solid verbal, written communication and vendor management skills.
• Hands on experience in the use of Mechanical design software (Pro-E, AutoCAD, Solid Works or equivalent) and Thermal modeling, simulation and characterization CFD software (FloTherm, Macromedia, IcePak or equivalent).
• Thorough understanding of mechanical design methodology and product development and lifecycle management, plastic & sheet metal tooling processes for high volume products.
• Able to effectively organize and prioritize multiple tasks.

Requirements:

Ideal Candidate will have a MS in ME, Material Science with 10 to 15 years of experience in server based hardware products covering mechanical design, thermal, MDVT and Agency compliances. The candidate must have experience bringing up contract manufacturers on new products (NPI), developing and sustaining volume production and taking ownership of all phases of product introduction. Russia - New Regulations Effective February 15th, 2010

RF Government Resolution dated December 1, 2009 N 982 came into force on 15th February 2010. The Resolution specifies a new list of products subject to mandatory certification and products subject to conformity assurance by making a declaration of conformity.

Israel - WiFi Approvals

In addition to the ETSI or FCC Test Reports, the Israel Ministry of Communications requires wi-fi alliance certification for products having 802.11n. All other wi-fi devices are granted approval by submittal of the ETSI or FCC Test Reports only

Thailand - Labeling for Products Classified under SDoC

For products classified under the Supplier Declaration of Conformity (SDoC), there is no labeling requirement but the following compliance wording shall be shown on package, user manual, or leaflet distributed together with the equipment.
