Multiple Country Detachable Power Cord Sets Packaged and Shipped With Equipment - Answer to June 11th Posting

Question:
Some manufacturers, for logistic reasons, and in order to reduce the number of stocked items and configurations, prefer to ship products with multiple detachable power cord sets, each with a different country plug.

Are there any requirements/restrictions for importation of highly technical (not consumer) products with multiple detachable power cords - one cord set with the importation country certification and the other power cords with other than the importation country certifications?

Answer:

Please note that many countries like Korea, China, Australia and Europe have hazardous substance and waste regulations in place. The method to dispose of the non-compliant cords in the various countries should be consulted with your ROHS/WEEE specialist. Here are some country views

Argentina - No restrictions, but customs should be able to readily see the Argentinean power cord set if they open the equipment packaging.

Australia/NZ - There are no restrictions, but the documents should stress that the correct power cord must be used.


Brazil - TYhe cords and plugs must be identified correctly (with country flags for example)

China - Unacceptable. All the power cords into China and especially for products that are regulated (ie checked at customs) must be China certified cord sets.

India - It is acceptable ship the product with multiple power cords with at least one which will suit India.

Israel - If the ITE product needs to be tested by SII, and it will include multiple power cords, the following will apply:

- All the foreign cables be destroyed.
- As to the cable (& plug) intended for the local market, it will be checked for standard marks that indicate its compliance with relevant / locally accepted standards. If it not so marked, the plug will be tested for compliance with SI-32.

Korea - Not likely to be held in customs and as long as exporter will provide a Korean approved cord set, this should be acceptable.

Mexico: No problem, the cords and plugs must be identified correctly for the Mexican supply voltage


South Africa - Unacceptable. All the power cords into SA should comply to compulsory specification VC8029.


Taiwan - Yes, it is accpetable. BSMI just controls the Taiwanese cord set. Others cord sets, for example Korea and Japan or other contries can be in the same package



Conclusion:

Based on the above major countries, looks like most countries will accept the multiple power cords. It is stgronly recommended if exporter uses this route, is to include a leaflet in multiple languages stating the following or equivalent:
In some countries, the package may include multiple power cords – use the power cord appropriate to the power socket in your country.


In addition, exporrter must involve the hazardous substance and waste regulations specialist to determine the precautionary steps to take to comply with the country;s hazardous substance and/or waste regulations when disposing the cords not being used for the particular country.

Argentina - Mandatory Products - Resolution 76/2002

According to this Resolution 76/2002, the following products fall under the scope of Resolution 92/98 and a requirement to obtain a certificate in order to be commercialized in Argentina (mandatory certification)

a) Electrical and electronic equipment and devices which electrical power consumption not exceeding 5 kVA.
b) Materials for carrying out electrical installations with rated current not exceeding 63A.
c) Electrical cables and conductors.
d) Equipment generating electrical energy up to 5kVA rated power
e) Materials for earth connection installations and protective devices intended for electrical installations and telecommunications protecting against overvoltage caused by natural phenomenon.
f) Electrical products used for skin treatment, regardless of the electrical power consumption.

Material and equipment specifically designed for use in motor vehicles, boats, aircrafts, railways, and other mass transportation are excluded from the certification requirements.

The following products are exempted from the mandatory certification system:

Equipment, its parts and accessories, for diagnosis, treatment, and prevention for medical, dentistry and laboratory use.

Note: Ambient lighting elements for clinical use, beds, examining couches, dentistry chair, and similar equipment including electrical devices should be certified;

Equipment for the production of goods under industrial processes, operated by professional personnel knowlegeable in electrical matters, except for portable equipment;

Equipment and devices for measurement, control, automation of operations and industrial processes

Equipment, its parts and components, for research laboratories, development and quality control, except when it is applied in parallel for educational purposes;

Equipment for data processing included in article 7° of Resolution S.l.C. y M. N° 173, dated 15 March 1999;

Memory units, except the ones which require external power supply;

Telecommunication equipments, auxiliary and associated devices, except for terminal subscribers of any kind;

Control and adaptation units for telecommunication and units for signal conversion;

Commutation equipment for telephony and telegraphy, except for the private telephony stations with a capacity lower or equal to 25 internal lines;

Professional equipment for radio telephony, radiotelegraphy and broadcasting;

Internal modems for data transmition, or those externals for the provision of TV communication and radio communication public services;

Cables and electrical conductors of low signal, destined for audio applications, video and data transmition;

All kind of lamps, with power exceeding 1000W;

Material specifically designed for generation installations, transmition and electrical energy distribution charged by public services companies, except for electrical energy meters;

Devices for command, dialog, detection, and protection designed for the use in industrial machines and installations.

Australia - Carrier Telecommunication Equipment

Argentina: Codification

In Argentina Codification is similar to Homologation. It is a permission granted by the CNC, allowing the commercialization of a certain equipment in those cases where no CNC standards exist for the particular product. For Codification no in-country testing is performed, unless specifically required by the CNC. However, a technical file must be submitted to the CNC for the Codification

South Korea - Photovoltaic Module Certification

PV module certification in Korea is administered by the New and Renewable Energy Center http://www.knrec.or.kr.

KEMCO (Korea Energy Management Corporation) is the organization that operates the program. Testing is subcontracted to laboratories in Korea. There are two laboratories in Korea conducting PV module testing.

The PV modules are tested per K 61215 and K 61730 standards.

A legal representative (importer) is required in Korea to obtain the certification.

Mechanism for Consumer Products’ Sample Taking
and Referral to the Private Laboratories

The Mechanism of Consumer Products’ Sample Taking and Referral to the Private Laboratories which is being used for this purpose and the mechanism of receiving and resolving the results in implementation of Paragraph “Fifth” of the Decision of HE the Minister of Commerce and Industry No. 5817 dated 8/6/1428H (24/06/2007G).

1. Upon the arrival of consignments to the Kingdom’s inlets, they will be offloaded in the customs’ yards and inspected by the custom’s inspector.

2. The documentation of the consignment shall be referred to the offices of the branches of the Laboratories of the Ministry by the custom’s inspector.

3. The concerned technicians shall examine and study the documentation attached to the consignment.

4. The concerned technicians of the Branches of the Laboratories in the customs’ yards shall examine the consignment to insure the existence of complete explanatory information on the packages.

5. The Consignment Examination Form shall be completed and all the information required in the form filled up as well as the inclusion of all the items as per the invoice and actual inspection.

6. Consignments accompanied with a Conformity Certificate issued by approved authorities in the country of origin or have mutual recognition with the Saudi Arabian Standards Organization (SASO).
(Quality Mark or Certificate) shall be dealt with as follows:

A. The authenticity of the certificates and the approval authority shall be verified and random samples shall be taken in accordance with the scientific methods approved for sample taking.

B. Samples shall be secured and sealed with the seal of the laboratory and delivered to the representative of the outsourced laboratory accompanied with an official letter requesting their examination and testing to confirm their conformity to the approved standards and to verify the correctness of the attached Conformity Certificates.

C. The tests to be made shall be specified as determined by the Saudi Arabian Standards Organization (SASO) and the Directorate General for Laboratories and Quality Control as approved by the Ministry of Commerce and Industry.

D. The cost of tests shall be specified and the importer shall be asked to pay the cost of all the tests by a certified check in the name of the laboratory which shall be handed over to the representative of the private laboratory together with the samples referenced in Paragraph ‘B’.

E. Thereafter, those items shall be directly cleared in the customs’ yards.

7. Upon receiving the result of the tests, the following shall be made:

A. In case the result of testing all or some of the samples of the consignment (if the consignment contains several items) show their conformity to the approved standards, the importer shall be officially notified with the result, provided random samples may be taken from those items and for the importer itself if deemed appropriate by the Ministry.

B. In case the result of testing all or some of the samples of the consignment (if the consignment contains several items) show their non-conformity to the approved standards, the following actions shall be taken:
 The importer will be officially informed with the result and asked to coordinate with the issuing (exporting) entity for the avoidance of such violations in the forthcoming consignments.

 Providing the Directorate General for Laboratories and Quality Control with the result for circulation to all the laboratories of the Ministry.

 The Directorate General for Laboratories and Quality Control will inform the Directorate General for the Quality Control of Saudi Arabian Standards Organization (SASO) to contact, in turn, the entity that issued the certificate and the approval authority in the country of origin to take the necessary action including the notification of the International Laboratory Accreditation Corporation (ILAC) if required and the Saudi Arabian Standards Organization (SASO) faces difficulty in solving this problem.

 If the non-conforming items affect the health and the safety of the consumer with direct effect, the Directorate General for Commercial Fraud of the Ministry of Commerce shall be notified in order to take the necessary action for the withdrawal thereof from the markets using the appropriate methods deemed, along with the advertisement of the same in the Media at the expense of the importer and the issuance of a warning against having or using the same and the application of the regulatory penalties in this concern as well.

 Upon the arrival of this consignment or some of its items for the same importer at a later date, it will not be directly cleared and the provisions of Item 6 (A, B, C and D) hereinabove shall be applied thereto.

8. Consignments not accompanied Conformity Certificates or their certificates are issued by a non-approved entity, shall be dealt with as following:

A. Consignment for which testing there is no private laboratory to be used for testing, the same shall not be cleared, provided such shall be applied after the lapsing of six months after the announcement of the same in the read media.

B. Consignments for which there is a private laboratory to be used for the purpose of testing them, shall not be directly cleared and the provisions of Paragraph 6 (A, B, C and D) shall be applied with respect thereto.

C. In case the result of testing all or some of the samples of the consignment (if the consignment contains several items) show their conformity to the approved standards, the importer shall be officially notified with the result and the Customs will be asked to clear them.

D. In case the result of testing all or some of the samples of the consignment (if the consignment contains several items) show their non-conformity to the approved standards, the importer shall be officially notified with the result and the Customs will be asked not to clear them.

9. The representative of the private laboratory to which the sample(s) is referred shall transport the same to the laboratory in accordance with the scientific methods of sample transportation within a maximum period of three (3) days as of receiving the sample(s) together with the official letter and the test fees.

10. The Private laboratory for which the sample(s) is referred shall examine/test the same in accordance with the approved standards in strict compliance with the performance of the tests specified to be done by it pursuant to the contents of Paragraph No. 6 (C).

11. The laboratory shall send the results of the test to the originating entity together with the remaining sample(s) or whatever proves the usage thereof for testing within fifteen (15) days as of receiving the sample(s) and for a maximum period of twenty five (25) days for the sample(s) which testing takes more than 15 days.

12. The originating entity shall notify the customs and the importers with the result of the test after studying the result by the conformity section.

13. The following consignments shall be exempted from the conformity certificates and from the referral to the private laboratories.

A. Consignments that have no entities for the issuance of conformity certificates including original auto spare parts, computer accessories and everything excepted by the Ministry of Commerce and Industry is are manufactured by the original manufacturers provided that a certificate issued by the manufacturer (factory) shall be attached thereto certifying that the spare parts and computer accessories are original (genuine) and manufactured by the factory and that the manufacturer bears full responsibility for the damages that might happen as a result for their utilization.

B. Consignments imported for personal use and of little quantities, a written undertaking shall be taken to the effect of not offering them in the market.

C. Consignments bearing quality mark issued by the Saudi Arabian Standards Organization (SASO), provided that the importer shall submit what proves the validity of the quality mark.

D. Consignments imported under contracts with government entities, registered companies or licensed factories intended for those entities exclusive use and not for sale, provided that the original contract or a copy certified by the contracting entity shall be presented and the quantities imported shall be conforming to those stated in the contracts.

E. If so desires, the contracting entity may request the testing of those merchandise by a private laboratory used for the purpose of their conformity with the approved standards.

F. Used cars shall be referred to the Saudi Arabian Standards Organization (SASO) for testing to ensure their conformity to the approved standards even if conformity certificates are attached thereto issued by approved entities in the issuing (exporting) country in implementation of what is agreed upon between the Ministry (MOC&I) and the Saudi Arabian Standards Organization (SASO) in this regard.

Q: What does ATEX mean?
A: ATEX is French for ATmosphere EXplosible.


Q: Where is the ATEX Directive applicable?

For equipment intended for entry or use in the European Union.

Q: How does one determine if the ATEX Directive applies to a product?A: The Manufacturer is responsible for determining whether the product will be used in a potentially explosive atmosphere. This may be driven by a requirement from the end-user or an engineering decision based on the target market(s).

For instance, a manufacturer would like to design a pressure sensor that will be used in a gas turbine. It is very likely that ATEX approval will be required.

Similarly, an end-user would like to have a pump system that will be located in a process chamber that uses Hydrogen gas. ATEX approval would definitely apply.

Q: What are the various ATEX classifications?

A: Products are divided into Groups and further into Categories.

GROUP I is reserved for products intended for use in underground mines

GROUP II covers the rest of the products with the exception of certain excluded products.

GROUP II is broken into Categories as follows:

Category 1 is for products ensuring a very high level of protection intended for use where explosive environments are very likely to occur and for long periods of time.

Category 2 is for products ensuring a high level of protection intended for use where explosive environments are likely to occur and may be sustained for short durations.

Category 3 is for products capable of maintaining normal operation intended for use where explosive environments are less likely to occur and are for short durations only.


Q: What are Zones and how do they relate to the Classification system?
A: Zones represent the intended areas of use for the equipment and define the intended environment and/or level of severity. Products approved for Category 1 can be used in any Zone, however products approved for Category 3 can only be used in Zone 2. =







Zone 0 is a direct hazard or continuous environment.
Zone 1 is a highly potential environment.
Zone 2 is a likely environment.


Q: Is ATEX compatible with North American Hazardous Locations?


A: Haz-Loc in the US are evaluated according to the NEC 500 or NEC 505. There are correlations between the classification systems, but no direct conversion.

Q: What is involved in an ATEX project?

A: The scope of an ATEX project is determined by the classification being pursued by the client. This is listed by Category for clarity:

Category 1 – EC type examination + Production QA (or) Product Verification + Notified Body Certification(s). Notified Body involvement is mandatory.

Category 2 – For electrical equipment, same process as Category 1. For mechanical equipment, Internal Production Control system + Communication of TCF to Notified Body is required.

Category 3 – Self Declaration is possible if Internal Production Control system is in place.


Audit or type examination.


Q: What type of documentation is involved in an ATEX project?

A: Much of the same type of documentation is required for ATEX as for any other CE type project. The manufacturer is required to issue a Declaration of Conformity, compile a TCF or CDF, and furnish documentation related to their Quality System (if necessary). The TCF should include Certificates for components that are ATEX approved and used in an assembly. The engineer will assist the client in compiling the appropriate documentation.


Q: Is IEC Ex the same as EU EEx approval?

A: No. IEC Ex is notation for the IEC CB scheme for electrical equipment intended for use in explosive atmospheres.

Q: How is the product marked and what are all those symbols?

A: The ATEX Directive calls for marking of products beyond the typical CE Mark. The most recognizable symbol is the Ex within the hexagon, which indicates the equipment is intended for use within an ATEX environment.



The remaining symbols typically communicate the Group, Category, Temperature Class, and other specifics. This allows for a visual inspection at the point of use to ensure the equipment meets minimum requirements for the application. The marking is the responsibility of the manufacturer; however we typically provide assistance in deciphering the required symbols.

Australia and Medical Devices

All medical devices placed on the market in Australia must have a sponsor for the goods, resident in Australia, who takes responsibility for the products, compliance with regulatory obligations and any postmarket action, such as regulatory reporting to the TGA (Therapeutic Goods Authority), distribution, product recall, etc.

Philippines NTC Wireless Import Permit

Upon importation of equipment involving wireless technologies, the importer must get a registration for each piece of equipment from NTC.

The rules are as follows:

5.7 Accredited dealers and suppliers intending to import WDN equipment and devices shall:
5.7.1 Secure permit to import from the Commission. The application for permit to import shall be supported by pro-forma invoice detailing, among others, make/type/model and number of units to be imported.
5.7.2 Imported equipment and devices shall, upon release from the Bureau of Customs, submit sales and stock report to the Commission. The Commission shall issue NTC Type Approval/Acceptance Registration Number for each of the units imported upon payment of the required registration fee.

Sec 6 FEES AND CHARGES
6.1 The registration fee for indoor equipment and devices shall be PhP 100.00 per unit. (Appr. 2.5 USD)

This means, that:

- the importer must get an import license from the NTC
- the importer must present the Type Approval Certificate to NTC to get a registration number from NTC for each imported equipment, and pay a fee of PhP 100 for each of the units.

Argentina T Mark or S Mark

Type approval or T-Mark:

- Certification based on the evaluation of a sample of the product (type testing acc. to relevant standards)
- No annual fees
- No modifications allowed
- No assessment of the series production of the product (factory follow-up)
- The Type or T Mark Logo must be displayed on the product, but does not allow the use of a certification body Mark of conformity
- The product is subject to a periodic market surveillance within 90 calendar days from the certificate's date of issuance. The verification shall consist on an identity verification on one sample per each certificate issued. Subsequent evaluations must be carried out every 180 days from the first control,
consisting in reduced tests on 1 out of 5 certificates.

Argentina S-mark approval:

- Certification covers series production of the product
- Annual fees payable to the certification body for the use of the Argentina S-mark logo
- Modifications of the product, previously evaluated and approved by the certification body are allowed (of course, updates must be formally submitted as for other certifications
- Annual factory inspection required.
- Argentina Safety "S" Mark, along with the proprietary logo of certification body must be placed on the product
- Compulsory market surveillance: must be performed at least once a year, starting within the first 180 calendar days from the licence’s date of issuance. The evaluation will consist in a reduced test or an identity verification on 1 out of 5 licenses certified for the same license holder.

Brazil Anatel and Wireless Technologies

- GSM cellular phones

a) Functional Tests for GSM technology
These tests include the so-called "voice GSM" technology and the associated data technologies, GPRS and EDGE. Each of these technologies must be tested separately. All test items refer to the numbers found in the ETSI Standard 3GPP TS 51.010-1, V6.5.0 (2005-11). The tests must done in all frequency bands in which the product can operate. In Brazil, cellular phones are permitted to operate in one or more of the frequency bands of 850, 900, 1800 and 1900 MHz. All tests are done without variations in ambient temperature and/or ac mains voltage.

a1) Tests for "voice GSM" technology
-12.1.1 - Emission of conducted undesired frequencies, with product in normal operation mode;
-12.1.2 - Emission of conducted undesired frequencies, product in idle mode.
- 12.2 - Emission of radiated undesirede frequencies;
- 13.1 - Phase and frequency errors;
- 13.3 - Transmitted output power, power control and burst duration.

a2) Tests for GPRS technology
-12.1.1 - Emission of conducted undesired frequencies, with product in normal operation mode;
-12.1.2 - Emission of conducted undesired frequencies, product in idle mode.
- 12.2 - Emission of radiated undesirede frequencies;
- 13.16.1 - Phase and frequency errors in the GPRS multiframe configuration;
- 13.16.2 - Transmitted output power in the GPRS multiframe configuration.

a3) Tests for EDGE technology
-12.1.1 - Emission of conducted undesired frequencies, with product in normal operation mode;
-12.1.2 - Emission of conducted undesired frequencies, product in idle mode.
- 12.2 - Emission of radiated undesirede frequencies;
- 13.17.1 - Phase and frequency errors in the EDGE configuration;
- 13.17.3 - Transmitted output power in the EDGE configuration.

Obs.: The tests numbered 12.1.1 and 12.1.2 may be done for the "voice GSM" technology and are considered as valid for the other technologies.

b) Specific Absortion Rate (SAR) tests.
These tests must be done on all cellular phones commercialized in Brazil, and must be done accordingly Anatel's Resolution Nº 303. The tests must be made in all frequency bands in which the cellular phone can operate.


- Bluetooth products
Tests for Bluetooth products must follow Anatel's Resolution Nº 365, Art. 40º and 44º. These articles specify the following tests:
- Frequency hopping carier frequencies separation;
- Maximum occupation time of any hopping channel;
- Maximum peak output power.
- RF output power produced out of desired band of operation.


- Wi-Fi 802.11a, b and g products.
Products that operate with 802.11b and g tehnologies must use the 2.4 to 2.4835 GHz band. On the other hand, products with 802.11a technology must operate in one of frequency bands 5.15 to 5.35 GHz and 5.47 to 5.725 GHz. At this time, no other frequency bands are permitted for 802.11a products.

a) Tests for products with 802.11b and g technologies must comply with Anatel's Resolution Nº 365, Articles 41º and 44º. These articles specify the following tests:
- Minimum channel bandwidth measured at 6 dB;
- Maximum peak output power of transmitter;
- Maximum peak power spectral density;
- RF output power produced out of desired band of operation.

b) Tests for products with 802.11a technologies must comply with Anatel's Resolution Nº365, Articles 45º to 50º. These articles specify the following tests:

-b1)For systems in the 5.15 to 5.35 GHz band:
- These systems must be used inside buildings;
- Maximum e.i.r.p.average power;
- Maximum average e.i.r.p.power spectral density;
- RF output power produced out of desired band of operation;
- These systems must have TPC (Transmit Power Control);
- Systems in the 5.25 to 5.35 GHz must have DFS (Dynamic Frequency Selection) mechanism and there are some tests for such mechanism.

-b2)For systems in the 5.47 to 5.725 GHz band:
- Maximum e.i.r.p.average power;
- Maximum output transmitter power;
- Maximum average e.i.r.p.power spectral density;
- RF output power produced out of desired band of operation;
- These systems must have TPC (Transmit Power Control);
- These systems must have DFS (Dynamic Frequency Selection) mechanism and there are some tests for such mechanism.

All tests listed above are functional tests for the several types of products, that is, they are tests to verify operating characteristics of these products. There are, addionally, EMC and Safety tests, that are listed below.

- EMC tests, conducted according to Anatel's Resolution Nº 442

Argentina Class I (grounded) and Class II (double insulated) Plug Markings

Per Argentinean Resolution 731 issued 1987, Class I and Class II plugs ( both IRAM 2063 and IRAM 2073 plugs) must be marked with the following wordings. This is typically marked with a adhesive type label around the power cord adjacent to the plug.

Class I (grounded plugs)

Brazil and 902-928 Mhz Band (Anatel Resolution 365)

1. In Brazil within the frequency band 902-928 MHz, the sub-band 907.5-915 MHz
is only allowed for celular phones. No other equipment including RFID readers is allowed to operate in this band of frequencies and no exceptions.

2. RFID readers and other equipment are allowed to be opertated in the sub-bands
902-907.5 MHz and 915-928 MHz where there are no restrictions of use.

3. Frequency hopping is allowed in the bands 902-907.5 MHz and 915-928 MHz.

4. The number of channels is determined by the following rules:

a) If the bandwidth of channels is less than 250 kHz, it is necessary to use at least
50 hopping channels. Channels may be distributed between bands 902-907.5 MHz and
915-928 MHz. Bandwidth of channels should be measured at 20 dB.

b) If the bandwidth of channels is greater than 250 kHz, it is necessary to use at
least 25 hopping channels. Channels may be distributed between bands 902-907.5
MHz and 915-928 MHz. Bandwidth of channels should be measured at 20 dB.

c) For both a) and b) above, the average occupation time for any hopping channel
should be less than 0.4 seconds in an interval of 10 seconds.

d) Maximum bandwidth of hopping channels is 500 kHz.

e) Carriers of hopping channels must be spaced at least by 25 kHz or by the
bandwidth(at 20 dB) of hopping channels. The greater of these two values should
be used as minimum spacing.

5. For systems with number of hopping channels between 25 and 50, the maximum output
peak power level should be less than or equal to 0.25 watt. Systems with more
than 50 channels may have maximum output peak power levels less than or equal to 1
watt.

6. Systems may use antennas with gains below 6dBi with no alteration in power levels
mentioned above. If antennas with gains greater than 6 dBi are used, the maximum
peak power level must decreased by tha amount in dB which the antenna gain
exceeds 6 dBi.

It is not mandatory that all systems should use more than 50 hopping channels. Systems with at least 25 hopping channels are permitted, but with smaller maximum output power levels.

Malaysia ST and SIRIM Approvals

In Malaysia you have ST & SIRIM - these are 2 different authorities.

ST (Suruhanjaya Tenaga) or in English, Energy Commission is the regulatory
agency for electrical & electronic products. ST issues a Certificate of
Approval for products regulated under the Malaysian Electricity Supply Act.
Products regulated under this Act are not allowed to be placed in the Malaysian
market without prior approval from ST.

SIRIM QAS International is a testing and certification body. In addition to
the Certificate of Approval issued by ST, it is also mandatory that
all regulated products be certified under the Product Certification
Scheme (or Batch certification for imported product) and bear the SIRIM
labels before being placed in the Malaysian market.

1. First Step: Need an ST Approval or ST Release Letter (this is required so
importer does NOT face any problems to clear customs)

ST Approval: is only for Malaysian customs clearance of controlled products. Documentation only and no product inspection.

ST Release Letter: is to inform Malaysian customs that the product in the letter is *not controlled*.

Example: ITE power supply is not controlled and therefore ST Release letter is required.

2. SIRIM - All *controlled* products must be affixed with a SIRIM Mark label before selling in the Malaysian market. Manufacturer or importer has two options

A. SIRIM Batch Testing: After customs clearance, importer must
keep the products in their warehouse and apply to SIRIM
for product inspection. Sample will be selected for verification
test. Once approved, importer will be allowed to purchase labels and
affix on the products in their warehouse. This procedure is required for every
shipment reagardless of quantity

B. SIRIM Product Certification: Factory inspection will be done
by SIRIM or its' authorized representatives once a year. Once the factory is
cerified, manufacturer can purchase labels in advance and affix on the products
at the factory or during production. In this case, mporter can sell
the products to the market immediately after customs clearance

Argentina and 5KVA Rule in Resolution 76/2002

Article 1 specifies the products under the scope of the mandatory approval. It also states that products with a power consumption of less than 5KVA have to be certified.

In Argentina, products with power consumption equal or higher than 5 KVA are excluded from the scope of the mandatory safety approval

Russia and VOIP (Voice over IP) Products

In Russia, products with VOIP function are subbject to DoC (Declaration of Conformity).

The Russian importer must register product in the Russian Federal Communication Agency (FCA). There is a fee for each DoC in the amount of aprpoximately 1000 Roubles which must be paid by the Russian importer.

Registered DoC can be obtained in FCA by any person with a Power of Attorney signed by the same person who signed the DoCs.

European Union (EU) - RTTE Directive


Radiocommunication Equipment Notification


As of 1 January 2008, an EU portal enables radiocom notification data to be submitted by means of OSN (One Stop Notification). The internet portal allows notification to to all the EU radiocom regulators.

The weblink is ttps://webgate.ec.europa.eu/enterprise-portalsite. All users must register to receive a password which provides access to the OSN application. The user is able to select the countries to which the notification is sent and obtains a detailed acknowledgement of receipt of the notification.

The introduction of OSN also implies the end of systematic replies to each notification. The acknowledgement of receipt is equivalent to confirmation of the notification.
