All Countries - Harmonized Tariff (HS) Code Solution

If your company needs the HS codes, MFN customs duty rates or preferential duty rates (based on any free trade agreement) you can always refer to a low-cost solution called WorldTariff (www.worldtariff.com).  WorldTariff was acquired by FedEx in 2000 and provides customs duty and inland tax information for over 129 foreign countries.  The cost to obtain information is a nominal US$7 per query payable by credit card. 

The benefits of doing country-specific research prior to the import/export is that the importer/exporter can select the lowest accurate duty rate and applicable HS code, thereby minimizing customs duties and customs processing delays, while ensuring regulatory compliance.

Russia - Rostechnadzor (RTN) Permit

Rostechnadzor, RTN permit (formerly Gosgorteknadzor, GGTN)is concerned only with permission to operate potentially hazardous equipment (termed Technical
Devices in the Regulations).

Groups of Technical Devices subject to licensing by RTN:
* Hoisting and conveying machinery such as cranes, hoists, rigs, lifts, escalators, passenger
conveyors, aerial tramways, and other equipment.
* Boiler units equipment, steam and hot-water pipelines, pressure equipment (pressure exceeding 0.7kgf/cm2 ).
*Explosion-proof and mining electric equipment. (If explosion proof certification is required, then this must be obtained before the RTN permit can be issued).
* Technical devices for mining and ore-dressing enterprises, and sub-soil facilities unrelated to extraction or natural resources.
* Equipment and instruments used at blasting operations for industrial purposes.
* Gas equipment for boilers, process lines and devices, gas burner units, tank and flow water heaters.
* Technical devices for oil and gas production enterprises (oil and gas production equipment, gas refining equipment, drilling equipment, prospecting and geological survey equipment, main pipeline transportation equipment).
* Technical devices at hazardous industrial facilities for chemical, petrochemical, oil refining and other industries operating with explosive, inflammable, toxic or aggressive media. Such equipment includes tanks, reactors, pressure vessels, machinery, together with cryogenic, electrolysis, mass-exchange, heat-exchange, grinding, straining, and drying equipment. Also furnaces, reservoirs, as
well as other equipment delivered both separately and in packages comprised of components and sub-assemblies.
* Technical devices for hazardous industrial facilities for grain storage and processing.
* Equipment for hazardous industrial facilities for ferrous and non-ferrous metallurgy such as blast furnaces, coke and steel works together with process equipment for non-ferrous metallurgy.
* Vacuum and other steel refining plant; continuous casting machines for steel and semi-continuous casting machines for non-ferrous metals and equipment for them; pipe-rolling, aluminium and copper wire/rod plants; bloom, billet, section and plate mills.
* Electric furnaces; electric furnaces units and devices for producing ferrous and non-ferrous melts and alloys on the basis of these melts (induction furnaces and their associated plant; induction heating units and devices; arc ore thermal furnaces; resistor furnaces and units).
* Pig iron smelting equipment.
* Gas protection respiration apparatuses (insulation respirators, air apparatuses, insulation and filtering escape [breathing] apparatuses); gas control instruments; technical devices including special protection suits for elimination of emergency situations.
* Automation instruments and devices used as hazardous industrial facilities (technological process control and adjustment instruments; software and hardware complexes for automated systems; devices and instruments for measuring mechanical values; safety automation instruments; pressure regulators, meters, gas analyzers).
* Fluid and vacuum pumps; pump aggregates; air and gas compressors including spare parts.
* Special tanks and containers; liquefied gas tanks; tanks for explosive, inflammable and toxic media.
* Pipelines and their units manufactured of steel, non-ferrous metals, alloys and non-metal materials for hazardous industrial facilities.
* Electric welding equipment operated at hazardous industrial facilities.
* Valves, accessories and fittings for technical devices operated at hazardous industrial facilities.

Japan - PSE Mark for External Power Supplies

You will be shipping a product with external power supply to various customers in Japan, but do not have an importer yet. As required by METI, the PSE logo must be marked on the external power supply together with the certification body logo and importer name (reporting supplier) or logo as regsitered in METI. The importer (reporting supplier" must also hold a certified copy of the PSE cert.

Interested on some solutions to this problem when you have no importer in Japan yet but need to be ready since you have notify the power supply vendor to provide you with marked up power supplies with the PSE Mark and importer name (takes a long time).

Mexico - NOM and Harmonized Tariff Code

Starting May 1, 2009, all NOM certificates for Mexico will include the Harmonized Tariff Code. This code (which may be obtained from the import/export responsible person of your company or shipping agent must be provided to the Mexico certification body prior to them issuing the NOM cert. It is stronly recommended to make sure that this code is correct and relates to the product in question.

China - CCC FAQ

Question:

For CCC, we are using a factory that was previously inspected for CCC for another customer. Do we need to have the first factory inspection repeated and pay for the full inspection cost?

Answer:

If the factory has been inspected for the same category of products (example: servers is Category 09 in CCC) as the other customer, then no first factory inspection is required.

If the factory has been previously inspected for a category of product (example: servers is category 09) but your products are ethernet switches - ie category 16), then a category extension inspection will be required for CCC, but not the full inspection audit.

Australia - Safety for Non-Perscribed Equipment

A person who sells non-prescribed electrical equipment must comply with section 120 of the Safety Regulation. Generally speaking all non-prescribed electrical equipment must comply with the safety criteria of AS/NZS3820 (Essential safety requirements for low voltage electrical equipment). This would include, but not be limited to:

· a test report showing compliance to the relevant Australian product standard;
· if no relevant Australian product standard exists, a test report showing compliance to another relevant standard such as AS/NZS3350.1, AS/NZS60335.1 or AS/NZS 3100;
· a certificate of approval issued as per relevant Australian/NZ legislation;
· another method consistent with clause 5 of AS/NZS 3820

Equipment listed in schedule 3 of the Regulation which does not meet the regulatory definitions of AS/NZS 4417.2 Appendix E is non-prescribed. For example:
· appliance connectors or cord extension sockets that fall within the scope of AS/NZS3123;
· plugs or socket-outlets within the scope of AS/NZS 31311;
· cord extension sockets and outlet devices with a rating greater than 20A;
· television receivers without a single cathode tube, such as plasma screen and LCD devices; and
· water heaters with a capacity less than 4.5l or greater than 680l, or instantaneous types that do not have live parts in contact with the water.

Electrical installations
Some equipment through a process of onboard electrical work and manufacture, conducted by appropriately qualified persons who ensure the final assembly is electrically safe, become an electrical installation. Examples include, but are not limited to:
· a refrigeration system that is build onboard with a separate compressor connected to one or more condenser units in one or more cooled cavities (freezer, ice maker or fresh food refrigerated compartments); or
· a power supply system/battery charger manufactured onboard using a transformer, separate rectification assembly and separate voltage regulation parts.

Individual pieces of electrical equipment that make up the installation may be either prescribed or non-prescribed and each should be managed accordingly.
