In Malaysia you have ST & SIRIM - these are 2 different authorities.
ST (Suruhanjaya Tenaga) or in English, Energy Commission is the regulatory
agency for electrical & electronic products. ST issues a Certificate of
Approval for products regulated under the Malaysian Electricity Supply Act.
Products regulated under this Act are not allowed to be placed in the Malaysian
market without prior approval from ST.
SIRIM QAS International is a testing and certification body. In addition to
the Certificate of Approval issued by ST, it is also mandatory that
all regulated products be certified under the Product Certification
Scheme (or Batch certification for imported product) and bear the SIRIM
labels before being placed in the Malaysian market.
1. First Step: Need an ST Approval or ST Release Letter (this is required so
importer does NOT face any problems to clear customs)
ST Approval: is only for Malaysian customs clearance of controlled products. Documentation only and no product inspection.
ST Release Letter: is to inform Malaysian customs that the product in the letter is *not controlled*.
Example: ITE power supply is not controlled and therefore ST Release letter is required.
2. SIRIM - All *controlled* products must be affixed with a SIRIM Mark label before selling in the Malaysian market. Manufacturer or importer has two options
A. SIRIM Batch Testing: After customs clearance, importer must
keep the products in their warehouse and apply to SIRIM
for product inspection. Sample will be selected for verification
test. Once approved, importer will be allowed to purchase labels and
affix on the products in their warehouse. This procedure is required for every
shipment reagardless of quantity
B. SIRIM Product Certification: Factory inspection will be done
by SIRIM or its' authorized representatives once a year. Once the factory is
cerified, manufacturer can purchase labels in advance and affix on the products
at the factory or during production. In this case, mporter can sell
the products to the market immediately after customs clearance
