Acceptance of Components while Recognizing CB Report of End Products
1. Component with CB Test Certificate
— If there is no technical difference between IEC and GB standards, component will be accepted without further evaluation.
— If there is evident technical difference between IEC and GB standards and not covered by the CB report, component will be accepted after additional satisfactory evaluation to address the national differences.
— If the IEC standard on which the CB report is based has no corresponding GB standard, component will be accepted without further evaluation.
2. Component provided with a national certificate
The certificate shall indicate detailed information such as component specifications and applicable standards, and that the component has been tested and found in compliance with relevant IEC standards or harmonized standards. Content of the certificate will be checked and verified.
— If there is no technical difference between the certification standard and corresponding GB standard, component will be accepted without further evaluation.
— If there is evident technical difference between the certification standard and corresponding GB standard, component will be accepted after additional satisfactory evaluation to address the national differences.
3. Component without individual certification
— If there is no existing applicable IEC or GB component standard, and the component is tested to component requirements in end product standard and recorded in the CB test report, it will be accepted without further evaluation.
— If there is existing applicable IEC and GB component standard, but the component is only tested to component requirements in the end product, component test report should be attached to end product report or test data provided in end product test report. When necessary, verification tests according to applicable component standard may be conducted before component can be accepted.

China - CCC FAQ
Question:
For CCC, we are using a factory that was previously inspected for CCC for another customer. Do we need to have the first factory inspection repeated and pay for the full inspection cost?
Answer:
If the factory has been inspected for the same category of products (example: servers is Category 09 in CCC) as the other customer, then no first factory inspection is required.
If the factory has been previously inspected for a category of product (example: servers is category 09) but your products are ethernet switches - ie category 16), then a category extension inspection will be required for CCC, but not the full inspection audit.

China MII (telecom) Approval

The MII (Ministry of Information Industry) stipulates the telecom approval regulations. The administration bureau under the MII takes charge of telecom products approvals granted in the form of Network Access License (NAL). Each approved product will be issued an NAI-Network Access Identifier with the certification number.
The purpose of the Licensing System of Telecommunication Equipment in China is to:
a) Strengthen the control of network access of telecom equipment
b) Ensure a smooth operation of telecom networks
c) Implement government related policies
d) Safeguard the interests of both the government and the customer
