Mexico - New Resolution - Acceptance of US/Canadian Certs at the Border in Lieu of NOM Certs
On August 17, 2010, the Mexican Government published in the official Gazette a new resolution to make easier for the the importation of products into Mexico of electronic products. In essence, the Mexican government sees the NOM Mexican Regulations to be equivalent to the US and Canadian Standards.
With this resolution, the Mexican Importer can now show the Mexican Authorities in customs wither the mandatory NOM safety certificate OR the Certificate issued by the following certification bodies located in the USA or Canada only.
USA: Underwriters Laboratories (UL), Intertek Testing Services, and TUV Rheinland of North America
Canada: Canadian Standards Association CSA, Underwriters Laboratories (UL), and Intertek Testing Services
The equivalence of the safety NOM regulations with the US and Canadian Standards are as follows:
Audio/Video Products:
Mexico: NOM 001 for audio and video products
US: ANSI/UL 60065 seventh edition audio, video and similar electronic 60065 safety requirements 2003 and the UL 6500 standard for audio/video and musical instrument apparatus for household, commercial and similar general use 1999 approved by ANSI, American National Standards Institute
Canada: CAN / CSA-C22 No. 60065-2003 +Amendment 1: 2006 audio/video and similar electronic apparatus-safety requirements approved by Standards Council of Canada from the Canadian electric code.
Office Use Products
Mexico: NOM 016 for all the office use products
US: ANSI/UL 60335-1 standard for safety of household and similar electrical appliances Part 1 General Requirements approved by ANSI, American National Standards Institute
Canada: CAN / CSA E60335-1/4E-03 (R2007) household and similar electrical appliances –safety Part 1 General Requirements approved by Standards Council of Canada from the Canadian electric code
Information Technology Equipment:Mexico: NOM 019
US: ANSI/UL 60950-1 second edition Information technology equipment-safety-part 1: General requirements (Ed 2 Mar 27 2007) ANSI, American National Standards Institute
Canada: CAN / CSA-22.2 No. 60950-1-07 second edition Information technology equipment-safety-part 1: General requirements (Bi National Standard with UL 60950-1, approved by Standards Council of Canada from the Canadian Electric Code
NOTE: AC adapters, battery chargers, power supplies, alarm systems, answering machines, microwave products, RF amplifiers, Infrared and UV products, UPS, voltage regulators, lamps, illumination (lighting) products, electric toys and dolls, among others must continue being certified in Mexico with safety NOM-001 certificate by testing a sample in Mexico as usual in order to be imported to Mexico.

Mexico - NOM-019 Safety Family Grouping
For ITE (NOM-019) Mexico NOM (safety) mandatory certification, product models are considered the same family when they comply with the following conditions:
• Identical brand.
• Same voltage, frequency and power supply components.
• Products may have the same power consumption with 10% tolerance between highest and lowest consumption models provided they continue to comply with the heating, electrical shock, stability and mechanical strength tests.
• Black and white or color monitors that have identical size kinescope, and if the quality and type of insulating materials used in the electrical and/or electronic components does not change.
• Printers of identical performance type (laser, dot matrix, ink jet, etc.) with same operating system and capacity, similar in input signal type and same type of accessories.
• Plotters with the same operating system and capacity, similar in input signal type and same type of accessories.
• External disc units with same format.
• External tape units with same format.
• Optical readers of identical capacity, with same electrical and/or electronic components.
• Plastic parts may be changed for metal parts that may have contact with the user provided the degrees of protection against electrical shock and heating are fulfilled.
• Insulating, thermal and electrical materials shall be of identical type and operation capacity.
• Mechanical securing systems shall be of identical type and strength.
Please note that up to fourteen (14 models) may be covered in one certificate with same family grouping
Please note also that your products may be exempt from NOM safety certification
depending on the Harmonized Tariff (HS) Code.
