Brazil Anatel Certificates that are not maintained by the Brazilian certification body are automatically cancelled by Anatel after180 days from the date the maintenance is due. It is important that you discuss with your Brazilian importer, Agent or OCD involved in certification of your equipment to notify you when maintenance for your Brazilian certs are due.
Maintenance may involve limited testing of your equipment by the OCD.

Brazil: Anatel Discussion Regarding Resolutions 442 and 506
ANATEL discussions with OCDs (Certification Bodies) and Brazilian accredited laboratories took place in late August to review proposals for revision of two of the main Resolutions:
1. Radiation Restricted laboratory equipment (Resolution No. 506);
2. Electromagnetic Compatibility - EMC (Resolution No. 442);
The meetings at Anatel were aimed to propose standardization of testing procedures and harmonization to international references. After a common understanding between the OCD´s/Testing Laboratories, Anatel will place the proposals for public consultation prior to their official publication.

Brazil Anatel Employees On Strike
Many of Anatel employees have agreed to go on strike. Anatel now has less than 50% of its operating capacity which has a tremendous impact on lead times for telecom product homologations. Lead times at the test labs and certification bodies remain the same.

Brazil - Inmetro Standard Update for Household Appliances
In accordance to "Portaria INMETRO n⁰ 371/2009", parag. 2.1.1, starting January 1st, 2012 test reports based on Standard ABNT NBR NM 60335-1:2010 or IEC 60335-1:2006 (4th Edition of the Standard), as well as other particular Standards must be considered together with any partcular Part 2 Standards as specified in the Portaria.

Brazil - Shipping of Test Samples
For Brazil homologations such as Anatel or Inmetro, you have three ways to send samples to the Brazilian laboratory and reduce the risk of being delayed or stuck in Brazilian customs
1- By Courier (FeDex, UPS, etc.)
• Equipament must be new
• Value of goods plus the value of freight must be less than USD 3000
• On the Airway Bill (AWB) include the Test Lab "Tax ID"
• Take care of shipping cost instead of passing on this cost to the Brazilian certification body or test laboratory
• Send AWB to the Brazilian test lab or certification body for review prior to shipment of the samples to Brazil
2- If Brazilian import is for equipment with a value exceeding USD 3000, use the Formal Import process. Ensure that all shipping costs , including taxes are taken care of instead of passing on costs to the Brazilian certification body or test laboratory
The following items will be required by the Brazilian test lab or certification body:
• Company name and full address of the Shipper
• Complete description of equipments sent – in Portuguese
• Value in USD for each test sample (including accessories and support equipment)
• Net weight for each test sample (including accessories and supprt equipment)
• Country of origin for each test sample (including accessories and supprt equipment)
• NCM/Harmonized Code
This information must be send directly to the laboratory or certification body you are dealing with
3- Temporary Admission (DSI), with grants equipment entry into Brazil for a period of 3 months, extended for an additional 3 more months. For details, check with your Brazilian laboratory or cerification body.

Brazil Anatel and Wireless Technologies
- GSM cellular phones
a) Functional Tests for GSM technology
These tests include the so-called "voice GSM" technology and the associated data technologies, GPRS and EDGE. Each of these technologies must be tested separately. All test items refer to the numbers found in the ETSI Standard 3GPP TS 51.010-1, V6.5.0 (2005-11). The tests must done in all frequency bands in which the product can operate. In Brazil, cellular phones are permitted to operate in one or more of the frequency bands of 850, 900, 1800 and 1900 MHz. All tests are done without variations in ambient temperature and/or ac mains voltage.
a1) Tests for "voice GSM" technology
-12.1.1 - Emission of conducted undesired frequencies, with product in normal operation mode;
-12.1.2 - Emission of conducted undesired frequencies, product in idle mode.
- 12.2 - Emission of radiated undesirede frequencies;
- 13.1 - Phase and frequency errors;
- 13.3 - Transmitted output power, power control and burst duration.
a2) Tests for GPRS technology
-12.1.1 - Emission of conducted undesired frequencies, with product in normal operation mode;
-12.1.2 - Emission of conducted undesired frequencies, product in idle mode.
- 12.2 - Emission of radiated undesirede frequencies;
- 13.16.1 - Phase and frequency errors in the GPRS multiframe configuration;
- 13.16.2 - Transmitted output power in the GPRS multiframe configuration.
a3) Tests for EDGE technology
-12.1.1 - Emission of conducted undesired frequencies, with product in normal operation mode;
-12.1.2 - Emission of conducted undesired frequencies, product in idle mode.
- 12.2 - Emission of radiated undesirede frequencies;
- 13.17.1 - Phase and frequency errors in the EDGE configuration;
- 13.17.3 - Transmitted output power in the EDGE configuration.
Obs.: The tests numbered 12.1.1 and 12.1.2 may be done for the "voice GSM" technology and are considered as valid for the other technologies.
b) Specific Absortion Rate (SAR) tests.
These tests must be done on all cellular phones commercialized in Brazil, and must be done accordingly Anatel's Resolution Nº 303. The tests must be made in all frequency bands in which the cellular phone can operate.
- Bluetooth products
Tests for Bluetooth products must follow Anatel's Resolution Nº 365, Art. 40º and 44º. These articles specify the following tests:
- Frequency hopping carier frequencies separation;
- Maximum occupation time of any hopping channel;
- Maximum peak output power.
- RF output power produced out of desired band of operation.
- Wi-Fi 802.11a, b and g products.
Products that operate with 802.11b and g tehnologies must use the 2.4 to 2.4835 GHz band. On the other hand, products with 802.11a technology must operate in one of frequency bands 5.15 to 5.35 GHz and 5.47 to 5.725 GHz. At this time, no other frequency bands are permitted for 802.11a products.
a) Tests for products with 802.11b and g technologies must comply with Anatel's Resolution Nº 365, Articles 41º and 44º. These articles specify the following tests:
- Minimum channel bandwidth measured at 6 dB;
- Maximum peak output power of transmitter;
- Maximum peak power spectral density;
- RF output power produced out of desired band of operation.
b) Tests for products with 802.11a technologies must comply with Anatel's Resolution Nº365, Articles 45º to 50º. These articles specify the following tests:
-b1)For systems in the 5.15 to 5.35 GHz band:
- These systems must be used inside buildings;
- Maximum e.i.r.p.average power;
- Maximum average e.i.r.p.power spectral density;
- RF output power produced out of desired band of operation;
- These systems must have TPC (Transmit Power Control);
- Systems in the 5.25 to 5.35 GHz must have DFS (Dynamic Frequency Selection) mechanism and there are some tests for such mechanism.
-b2)For systems in the 5.47 to 5.725 GHz band:
- Maximum e.i.r.p.average power;
- Maximum output transmitter power;
- Maximum average e.i.r.p.power spectral density;
- RF output power produced out of desired band of operation;
- These systems must have TPC (Transmit Power Control);
- These systems must have DFS (Dynamic Frequency Selection) mechanism and there are some tests for such mechanism.
All tests listed above are functional tests for the several types of products, that is, they are tests to verify operating characteristics of these products. There are, addionally, EMC and Safety tests, that are listed below.
- EMC tests, conducted according to Anatel's Resolution Nº 442
- Emissions, conducted and radiated.
- Immunity tests, that include immunity to:
- Fast electrical transients;
- Conducted RF pertubations;
- Radiated RF perturbations;
- Electrostatic discharges;
- Electrical surges in AC mains input;
- Interruptions and Dips in AC mains input.
- Resistibility tests, that include:
- Surges in the AC mains input. These tests are done with roduct in powered state.
- Safety tests, conducted accordingly to Anatel's Resolution Nº 238
- Safety against electrical shock, caused by normal voltage and by overvoltage in AC mains input;
-Safety against excessive heating.
Cellular phone with or without features such as Bluetooth and others, are classified as Category I - Cellular Phone.
Products that use 802.11 b and g technologies are classified as Category II - Spread Spectrum Transceivers. On the other hand, products that use 802.11a technologies shold are classified as Category II - Restricted Radiation Equipment.
- Wi-Fi 802.11n Equipment
Tests for products with 802.11n must cover Anatel's Resolution Nº 365.

Brazil and 902-928 Mhz Band (Anatel Resolution 365)
1. In Brazil within the frequency band 902-928 MHz, the sub-band 907.5-915 MHz
is only allowed for celular phones. No other equipment including RFID readers is allowed to operate in this band of frequencies and no exceptions.
2. RFID readers and other equipment are allowed to be opertated in the sub-bands
902-907.5 MHz and 915-928 MHz where there are no restrictions of use.
3. Frequency hopping is allowed in the bands 902-907.5 MHz and 915-928 MHz.
4. The number of channels is determined by the following rules:
a) If the bandwidth of channels is less than 250 kHz, it is necessary to use at least
50 hopping channels. Channels may be distributed between bands 902-907.5 MHz and
915-928 MHz. Bandwidth of channels should be measured at 20 dB.
b) If the bandwidth of channels is greater than 250 kHz, it is necessary to use at
least 25 hopping channels. Channels may be distributed between bands 902-907.5
MHz and 915-928 MHz. Bandwidth of channels should be measured at 20 dB.
c) For both a) and b) above, the average occupation time for any hopping channel
should be less than 0.4 seconds in an interval of 10 seconds.
d) Maximum bandwidth of hopping channels is 500 kHz.
e) Carriers of hopping channels must be spaced at least by 25 kHz or by the
bandwidth(at 20 dB) of hopping channels. The greater of these two values should
be used as minimum spacing.
5. For systems with number of hopping channels between 25 and 50, the maximum output
peak power level should be less than or equal to 0.25 watt. Systems with more
than 50 channels may have maximum output peak power levels less than or equal to 1
watt.
6. Systems may use antennas with gains below 6dBi with no alteration in power levels
mentioned above. If antennas with gains greater than 6 dBi are used, the maximum
peak power level must decreased by tha amount in dB which the antenna gain
exceeds 6 dBi.
It is not mandatory that all systems should use more than 50 hopping channels. Systems with at least 25 hopping channels are permitted, but with smaller maximum output power levels.

It is not mandatory that all systems should use more than 50 hopping channels. Systems with at least 25 hopping channels are permitted, but with smaller maximum output power levels.
